Collection Capacity Building in Negara and Jembrana Sub-District
Request for Proposal
Project STOP Jembrana, in collaboration with the Bali Partnership secretariat, is launching a tender for organisations with a successful track record in solid waste collection to manage collection workers and provide capacity building to the waste collection workstream in an ambitious two and half year program that facilitates Jembrana and Negara residents to engage in responsible waste management practices, with the ultimate goal of zero ocean plastic and environmental leakage in Jembrana and Negara sub-districts. If successful, the collection campaign could be a role model for other communities across Bali to follow.

Proposal and documents should be received not later than 06:00 pm WITA, September 10th, 2020. All proposals will be reviewed and only shortlisted candidates will be contacted in due time. Late submission document will be less further considered.

A select few proposals will be required to present their proposals to the tender committee on September 18th, 2020 before the final decision is made.
Target Coverage
The community to serve for waste collection includes every household and business in Negara and Jembrana sub-districts across 22 villages, which consist of 42,201 households, and 2,484businesses.
Timeframe
The full collection workstream will last for 2.5 years starting in June – December 2020 for piloting in 300 household in Urban and Rural area, and the rest 2 years in 2021 – 2022 will be fully implemented in 22 villages with 42,201 household and 2,484 business. Importantly, the contract with the successful applicant will be divided into the first 9 months from (October 2020 – June 2021) or full roll-out to 12 villages in Negara Sub-District and then continue with the remaining 18 months, with an assessment taking place during month 7 to jointly assess progress to date and determine whether to continue the work for the remaining 18 months (July 2021 – December 2022).
Budget Allocated
The proposed budget for the entirety of the program beginning in October 2020 and ending in December 2022 should range from 700 Million to 1.2 Billion Indonesian Rupiah in total, awarded to the winning organization to achieve the stated waste collection objectives. The total budget proposed will be deducted with the amount of tax calculated based on the Indonesian government tax regulation.
